Proton is better in terms of getting around geoblocking, but the other two are ok if you change servers a couple of times till you find an IP that works. $60 a year for IVPN is significantly cheaper than Proton and slightly cheaper than Mullvad. 2 device limit at that tier but will prompt you to log out of other devices if you try to connect with a 3rd, so no problem unless you're simultaneously running 3+ devices.
